According to the Constitution ,which was adopted on 29th of July 1994, the Parliament is the supreme representative organ and the single legislative authority of the state. The right of the legislative initiative belongs to the Members of the Parliament, to the Chairman of Republic of Moldova (excepting the initiative of revision of the Constitution) and to the Government. In exercise this right the MP's and the President of the state presents to the Parliament draft papers and legislative proposals, the Government - draft papers.
